Brazil Seeks Blocking of 5,209 Betting Domains

Brazilian authorities have requested the blocking of 5,209 betting-related domains as the government enforces its nationwide prohibition on fixed-odds betting.

By September 29, the Ministry of Finance’s Secretariat of Prizes and Betting (SPA) had identified 3,823 domains. Meanwhile, the Ministry of Justice and Public Security’s National Secretariat for Digital Rights (Sedigi) identified another 1,386. Authorities referred all 5,209 domains to telecommunications regulator Anatel for blocking.

Government Expands Betting Enforcement

The enforcement campaign follows Provisional Measure 1.394/2026, which President Luiz Inácio Lula da Silva signed on September 25.

The measure prohibits the operation, offering, intermediation and advertising of fixed-odds betting in Brazil. This includes online and land-based activity and services operated from overseas for customers in Brazil.

The government has also targeted betting-related content across digital platforms. In particular, authorities requested the removal of 300 Facebook pages and 90 Instagram profiles. They also notified Apple and Google about 186 betting applications for removal from their stores.

Operators Face Shutdown Deadlines

The measure immediately stopped new deposits for authorised operators. It also established deadlines for the withdrawal of remaining balances and the closure of betting platforms.

The government set October 5 as the deadline for removing betting platforms and advertising from the internet. Meanwhile, app stores must remove the notified applications by October 6.

The provisional measure also provides for the eventual termination of existing federal, state and Federal District authorisations. This occurs under its transition provisions.

Authorities Target Illegal Betting Infrastructure

The government has established an interinstitutional committee to coordinate enforcement against illegal betting operations and advertising. The committee brings together relevant authorities to prevent, investigate and respond to illegal fixed-odds betting activity.

Authorities had already taken down 506 websites suspected of offering illegal betting by September 27. This was part of the enforcement campaign.

Congress Must Consider Provisional Measure

MP 1.394 remains in force but requires congressional consideration to remain permanently effective.

The measure marks a major change to Brazil’s betting framework. Previously, the country allowed authorised operators to operate nationally under Law 14.790/2023. Now, the Ministry of Finance’s current authorised-operator list notes that MP 1.394 has prohibited fixed-odds betting nationwide.

For operators, suppliers, affiliates and payment providers, the enforcement campaign creates immediate compliance requirements. This occurs while Congress considers the future of the provisional measure.
