Ukraine Launches PlayCity to Regulate Gambling and Boost Industry Transparency

Ukraine’s Ministry of Digital Transformation has launched PlayCity, a new national gambling regulator replacing the former KRAIL agency. This bold step aims to modernize gambling oversight, shut down illegal operations, and increase transparency across betting and lottery sectors.

PlayCity focuses on digitizing the licensing process, rolling out a nationwide monitoring system, and restoring control over the lottery market. It also targets illegal gambling venues and operators linked to Russia, aiming to eliminate grey-market activity.

To support responsible gambling, PlayCity will roll out a self-exclusion tool for problem gamblers. Users can access the feature through the government portal and the Diia mobile app, making it easier to self-limit gambling behavior.

Ukraine loses over UAH 10 billion (about €211 million) every year due to unlicensed lottery businesses that avoid taxes and operate outside regulation. By enforcing new oversight and closing loopholes, PlayCity helps the country recover lost revenue and rebuild public trust.

Hennadiy Novikov now leads the agency. Formerly deputy head of KRAIL, he brings a strong background in public administration and experience fighting illegal online casinos. The Cabinet approved PlayCity’s formation in March and expanded its regulatory powers in April. These include blocking unauthorized gambling websites and mobile apps.

Under the leadership of Vice Prime Minister Mykhailo Fedorov, PlayCity will enforce responsible gambling policies. Players can set daily, weekly, or monthly betting limits, with a 30-day lock for any changes. Mandatory rest periods and spending caps will also help reduce gambling addiction.

Overall, PlayCity represents a fresh start for Ukraine’s gambling industry. With stronger laws, digital tools, and clear accountability, the country moves toward a safer and more transparent gaming environment.
