Philippines Online Gambling Operators Shift to Encrypted Apps and E-Commerce

Online gambling operators in the Philippines are turning to encrypted messaging apps and e-commerce platforms. This follows regulators tightening restrictions on e-wallet links, according to a report by The Philippine Star.

Senator Erwin Tulfo, chair of the Senate committee on games and amusement, confirmed that operators are now using alternative platforms. They continue offering betting services this way. He said companies are “doubling efforts” to bypass the Bangko Sentral ng Pilipinas’ (BSP) 48-hour order. This order required e-wallet firms to delink gambling sites.

Tulfo cited BingoPlus, which issued an advisory on August 16 assuring customers that its games remain accessible through its app, website, and Viber. The operator also confirmed that players can still process deposits and withdrawals via GCash and Maya.

Meanwhile, BingoPlus vouchers have surfaced on e-commerce platforms like Lazada. Customers can purchase credits using e-wallets or bank cards before redeeming them for gameplay. This workaround highlights how operators quickly adapt to maintain player access. They continue to adapt despite regulatory moves.

Tulfo welcomed the compliance of e-wallet providers but warned that these adjustments are not enough to tackle gambling-related risks. He urged stronger cooperation between government and businesses to curb gambling addiction, especially among younger Filipinos.

The Senate committee continues to hold hearings on online gambling. Many lawmakers express strong opposition regardless of whether the activity is legal. Senators have raised concerns about the social impact of gambling. They cite financial losses and mental health risks and have called for a holistic approach to regulation and enforcement.

Tulfo concluded that while the gambling industry is finding new ways to operate, authorities must stay vigilant. They need to close emerging loopholes quickly to protect vulnerable players.
