Sri Lanka Approves Bill to Form Independent Gambling Regulatory Authority

Sri Lanka’s parliament has unanimously passed a bill to establish the Gambling Regulatory Authority (GRA), creating the country’s first official oversight body for the gaming sector.

Purpose of the New Regulator

The GRA will serve as an independent watchdog tasked with:

  • Standardizing betting and gaming operations
  • Licensing casinos and ensuring compliance with regulations
  • Enforcing anti-money laundering requirements
  • Supporting tourism and economic growth while minimizing social harm

Existing casinos will receive a transition period to align with the new framework.

Strategic Timing

The move comes shortly after the opening of Melco’s $1.2 billion City of Dreams Sri Lanka on August 2nd — the country’s largest-ever private investment and Melco’s first venture in South Asia. Market observers believe the property could position Sri Lanka as “India’s Macau,” thanks to its geographic proximity and appeal to the Indian tourist market.

Industry Outlook

Analysts note that building a sustainable gaming hub will require more than investment alone. Strong regulatory consistency and public acceptance will be key for Sri Lanka to replicate the long-term success seen in Macau.

By creating the GRA, the government signals its intent to balance economic opportunity with responsible oversight, setting the stage for future growth in the country’s casino and gaming industry.
