
Industry leaders from Brazil’s regulated betting sector have highlighted the industry’s economic, social, and institutional contributions as lawmakers continue debating gambling-related legislation and regulatory reforms.
Representatives from 1PRA1, Paag, EBAC, the National Association of Gaming and Lotteries (ANJL), and responsible gambling advocates discussed the role of the regulated market in supporting public finances, job creation, and consumer protection.
Betting Revenue Supports Public Funding
One of the key topics was the allocation of betting tax revenue to public institutions.
Under Provisional Measure No. 1,348/2026, approved by the Brazilian Senate, the share of betting revenue allocated to the Federal Police Activities Equipment and Operations Fund (Funapol) will gradually increase to 3% by 2028.
Industry representatives said the regulated betting sector contributes beyond tax revenue by supporting sports sponsorships, creating employment opportunities, and generating wider economic activity.
Industry Highlights Economic Impact
Speakers noted that Brazil’s regulated betting market has expanded rapidly since regulation took effect.
According to Paag CEO João Fraga, the sector has created more than 10,000 direct jobs and 5,500 indirect positions as licensed operators and supporting businesses continue to grow.
Lawmakers are also considering measures that would allocate a portion of betting tax revenue to the National Secretariat for the Rights of Persons with Disabilities under the Ministry of Human Rights and Citizenship.
Industry representatives said these initiatives demonstrate the sector’s contribution to public services and broader economic development.
Responsible Gambling Remains a Priority
Participants also emphasized that long-term industry growth depends on maintaining strong responsible gambling standards.
Speakers called for greater efforts to encourage consumers to use licensed operators, warning that illegal gambling platforms operate without regulatory oversight or player protections.
Industry experts also highlighted the importance of responsible gambling measures, including player education, self-control tools, and accessible support services, as essential components of a sustainable regulated market.
As Brazil continues to refine its gambling framework, industry stakeholders said balancing economic growth with effective consumer protection will remain central to the sector’s long-term development.
