
Brazil’s betting regulator, the Secretariat of Prizes and Bets (SPA-MF), has presented new responsible gambling guidelines during a meeting with consumer service professionals in Salvador, Bahia.
The session was led by Substitute Secretary Daniele Correa Cardoso and General Coordinator for Responsible Gambling Monitoring Andiara Maria Braga Maranhão. The event gathered around 1,000 participants, focusing on regulatory developments in Brazil’s fixed-odds betting market and consumer protection measures for bettors.
Regulatory Framework for Betting
Officials highlighted that Brazil’s betting regulation is based on:
- Law No. 13.756/2018 – which initially authorized fixed-odds betting in the country.
- Law No. 14.790/2023 – which introduced broader rules covering licensing, supervision, and platform operations.
Cardoso emphasized that fixed-odds betting is considered a public service operated by private companies under federal authorization, with regulatory oversight designed to protect the public and the broader economy.
Responsible Gambling Rules
A key focus of the presentation was the responsible gambling framework introduced under:
- SPA/MF Ordinance No. 1.231/2024
This regulation establishes:
- Rights and responsibilities for operators and bettors
- Rules for advertising and communication
- Measures to mitigate gambling-related risks
Maranhão noted that operators must implement robust consumer protection mechanisms, including safeguards for both financial stability and mental health.

The initiative forms part of the regulator’s broader strategy to:

- Strengthen responsible gambling practices
