Brazil to Launch Lab to Detect Illegal Betting Platforms

Brazil’s National Consumer Secretariat (Senacon) is preparing to launch a dedicated laboratory aimed at identifying illegal betting platforms operating in the country. Authorities are intensifying efforts to combat unregulated gambling and strengthen consumer protection.

Senacon Secretary Ricardo Morishita Wada announced the initiative on April 27, stating that the lab will support state and municipal consumer protection agencies (Procons). It will do this by improving their ability to detect irregular and non-compliant operators. A technical note detailing the measure is expected to be published in the coming days.

Illegal Platforms to Be Referred for Enforcement Action

Wada confirmed that cases identified through the laboratory will be forwarded to the Prizes and Betting Secretariat within Brazil’s Ministry of Finance. This secretariat will be responsible for enforcement measures such as takedown requests and platform blocking.

The initiative is part of a broader crackdown targeting illegal gambling operations and unregulated prediction market activity. This includes betting linked to elections and cultural events.

Consumer Confusion Drives Need for Verification Tools

Wada stressed that many consumers struggle to differentiate between licensed and illegal betting websites. This situation creates risks around fairness, integrity, and payout guarantees. He said the government will expand public awareness campaigns. In addition, he urged users to check whether betting platforms use the official “.bet.br” domain as a key indicator of legitimacy.

He warned that illegal operators typically operate outside compliance standards. They do not contribute tax revenue and may fail to pay winnings.

Authorities Warn of Data Theft and Organised Crime Risks

Brazilian officials highlighted that illegal betting platforms may expose users to serious risks, including data theft and manipulated betting systems. They also pointed to underage gambling access and potential links to organised crime.

Wada said these threats represent not only an individual consumer risk but also a broader societal concern. This is due to the scale of illegal gambling activity.

Government Targets Misleading “Betting as Investment” Messaging

Wada also criticised influencers and online promotions that portray gambling as a reliable income source, warning that such messaging misleads consumers. He reiterated that betting carries financial risk and should not appear as an investment product.

Nationwide Rollout Expected

The illegal betting detection lab is currently in its final adjustment phase and will involve consumer protection agencies nationwide. Once operational, it will strengthen Brazil’s monitoring capacity and support more coordinated action against unregulated betting operators.
