Brazil’s Ministry of Sport has published a new integrity manual aimed at preventing and combating match-fixing. This effort comes as the country continues to expand its regulated sports betting market.
Released through the National Secretariat for Sports Betting and Economic Development of Sport, the Manual for Prevention and Combating the Manipulation of Sports Results provides a framework for protecting sporting competitions. It also strengthens cooperation across Brazil’s sports and betting sectors.
New Framework for Sports Integrity
The manual outlines key concepts, guidelines, and integrity measures designed to help stakeholders identify, prevent, and respond to sports result manipulation. It also defines the roles and responsibilities of sports federations, betting operators, public authorities, monitoring companies, and integrity organizations.
Brazilian authorities emphasized that collaboration between all parties is essential to safeguarding competition integrity and maintaining public confidence in sports.
According to Giovanni Rocco, the publication marks another step in strengthening public policies focused on sports integrity. This is particularly important as Brazil’s regulated betting sector continues to grow.
Developed Through Multi-Agency Cooperation
An Interinstitutional Working Group prepared the manual as part of broader efforts to combat match-fixing. The group included representatives from the Ministry of Sport, the Ministry of Justice and Public Security, the Ministry of Finance, national institutions, and international organizations specializing in sports integrity.
The document covers a wide range of topics, including common forms of sports fraud, suspicious betting activity, investigative procedures, monitoring mechanisms, alert systems, reporting channels, and preventative compliance measures.
In addition, the manual promotes the adoption of ethical standards and educational programs for athletes, referees, coaches, and sports officials. The ministry stated that the publication combines technical guidance with accessible language to support practical implementation across the industry.
Government Strengthens Oversight Measures
Minister of Sport Paulo Henrique Cordeiro described the manual as an important tool for protecting athletes and preserving the credibility of Brazilian sporting competitions.
He noted that tackling match-fixing requires continuous prevention efforts, coordinated action, and commitment from all participants in the sports ecosystem. Moreover, the government is working to ensure that Brazil’s betting market operates responsibly, transparently, and with appropriate safeguards for consumers and society.
Supporting International Best Practices
The publication forms part of the outcomes generated by Brazil’s National Meetings to Combat the Manipulation of Sports Results. At these events, regulators, sports organizations, betting operators, integrity experts, and international stakeholders discussed strategies for preventing sports fraud.
According to the ministry, the new manual strengthens Brazil’s alignment with international integrity standards. Additionally, it promotes legal certainty, institutional trust, and greater protection for athletes, clubs, fans, competitions, and the wider sports industry.
