Cambodia Cabinet to Review Draft Anti-Telecom Fraud Law

Cambodia’s Cabinet will review a draft Anti-Telecommunications and Online Fraud Law this week. The law could hold property owners legally accountable if they rent premises to telecom fraud syndicates or individuals recruiting workers for scams, according to The Cambodia China Times.

Government Push to Accelerate Legislation

Prime Minister Hun Manet is expected to chair a full Cabinet meeting on Friday, March 13, where ministers will examine the draft law as part of the government’s efforts to strengthen enforcement against telecom fraud. Hun Manet said the government is expediting the drafting process to bring the legislation into force as quickly as possible.

Under the proposed measures, property owners could not evade responsibility by claiming ignorance of illegal activities on their premises. The law targets both syndicates and enablers who facilitate telecom and online scams.

Nationwide Crackdown on Telecom Fraud

Cambodia aims to eliminate telecom fraud activities nationwide by the end of April 2026. Hun Manet warned that some individuals may still be waiting to see whether authorities will fully enforce the crackdown. The Prime Minister emphasized that the government will dismantle telecom scam operations and prevent Cambodia from serving as a base for such activities.

Authorities consider telecom fraud part of a “black economy” that undermines Cambodia’s international reputation and hinders legitimate economic development. Hun Manet urged society to collaborate with authorities to eradicate telecom scams and restore confidence in Cambodia’s business environment.
