Cambodia Prepares Casino Evaluation Framework for Licence Renewals

Cambodia’s Commercial Gambling Management Commission (CGMC) is preparing a new “integrity and quality” evaluation framework. This framework could be used to assess casino operators seeking licence renewals.

The proposed framework is intended to establish minimum suitability standards for casino licensing. Additionally, it aims to strengthen oversight of the country’s commercial gambling sector.

Regulator Reviews Casino Evaluation Criteria

The CGMC’s General Secretariat held a meeting on September 4 to review the proposed framework. They also gathered feedback from regulatory officials.

The meeting was chaired by Yeth Vinel, Secretary-General of the CGMC. Attendees included representatives from the regulator’s Internal Audit Unit, technical advisers, department directors and other officials.

Participants examined the proposed evaluation framework and discussed its contents. The criteria are expected to be based on Cambodia’s commercial gambling laws and existing regulatory instruments.

The CGMC said the framework also reflects the need to strengthen the country’s commercial gambling sector.

Licence Renewals Face Greater Scrutiny

The proposed framework is designed to support the assessment of casino operators as part of the licensing and licence-renewal process.

However, the regulator has not yet disclosed the specific criteria that casinos will need to meet. It also has not announced when the framework will be finalised or formally implemented.

The introduction of an integrity and quality assessment could give regulators a more structured method for evaluating whether existing operators continue to meet Cambodia’s requirements. This would apply when renewing their licences.

Cambodia Strengthens Casino Regulation

Cambodia has tightened oversight of its casino industry in recent years under the Law on the Management of Commercial Gambling. This law established a formal framework for licensing and supervising commercial gambling operations.

The CGMC is responsible for regulating the sector, including the licensing and supervision of casino operators.

If adopted, the new evaluation framework would add another layer to Cambodia’s regulatory system. It could also make operator suitability, compliance and operational standards more important factors in future casino licence renewals.
