
Cebu City is tightening internet rules by blocking access to online gambling sites and VPN applications across all government-managed networks.
The move follows the 22 July approval of a resolution introduced by Councilor Nyza “Nice” Archival during the 17th Sangguniang Panlungsod regular session. The directive instructs the Management Information and Computer Services (MICS) office to implement technical restrictions on both gambling domains and VPN services.
Public and Government Networks Targeted
The new policy covers internal office networks and public Wi-Fi provided by the local government. Officials aim to prevent civil servants and citizens from accessing gambling platforms during work hours or via publicly funded internet infrastructure.
Councilor Archival emphasized that VPNs allow users to bypass digital restrictions, often leading to unauthorized access to gambling platforms. By blocking VPN software, extensions, and apps, the city hopes to close digital loopholes and strengthen enforcement.
Consequences for Violations
The resolution warns of administrative penalties for anyone caught violating the policy. The city will combine technical filters with civil service disciplinary measures to ensure compliance.
It reads: “There is a growing concern regarding the misuse of government-provided internet connections to access online gambling sites and applications, which may lead to issues such as addiction, financial distress, moral decay, and decreased productivity.”
