
The Isle of Man Gambling Supervision Commission has banned Mr Phua Cheng Wan from holding any position in the island’s regulated gambling sector.
Why the Ban Happened
Mr Phua previously owned Boldwood Software Limited, which held a gambling licence from November 2022 to May 2025. After receiving a Notice and Enforcement Report, Mr Phua chose to surrender the licence shortly before a scheduled hearing in June 2025 that would have reviewed its potential cancellation.
The Commission launched an investigation to assess whether Mr Phua met the integrity standards required by the Online Gambling Regulation Act 2001. This law demands that licensed gambling companies remain under the control of individuals who demonstrate good character and ethical conduct.
Links to Suspicious Figures Raised Concerns
Investigators reviewed open-source information and discovered Mr Phua’s alleged links to several criminally connected individuals. While authorities have not charged or convicted him of any crime, the Commission determined that these connections posed a risk to the industry’s reputation and integrity.
The Commission emphasized that performing a prohibited role in the gambling sector now constitutes a criminal offence under Isle of Man law.
The Outcome and What’s Next
The ban remains indefinite, but Mr Phua can request a review if he wishes to challenge it. During the investigation, he cooperated with the Commission, which allowed the process to move swiftly.
