Chile Updates Casino AML Compliance Rules

Chile has introduced a new anti-money laundering (AML) framework for its casino sector. This replaces regulatory guidance that had been in place for more than a decade.

The country’s Financial Analysis Unit (UAF) and the Superintendence of Gaming Casinos (SCJ) jointly issued the updated rules. These apply to all 25 licensed casinos and take effect on October 1, 2026.

Risk-Based Compliance Becomes Mandatory

The revised framework introduces a risk-based approach to AML compliance. It requires casino operators and municipal concessionaires to incorporate risk assessments into their internal policies and procedures.

Operators must apply customer due diligence measures based on individual risk profiles. Additionally, they must strengthen the analysis and reporting of suspicious transactions.

Stronger Governance Requirements

The updated regulations also require casino operators to establish a Prevention Committee and expand the responsibilities of AML compliance officers.

Additional changes include updated requirements covering record-keeping, politically exposed persons (PEPs), AML compliance manuals, and employee training.

Framework Aligns With International Standards

According to the UAF, the new circular modernizes Chile’s casino AML regime and aligns it with the broader compliance standards introduced under Circular No. 62 for other reporting entities.

SCJ Acting Superintendent Eduardo Cáceres said the revised framework reflects close cooperation between the two regulators. He noted that more than half of AML inspections conducted during 2025 were carried out jointly.

The updated rules were issued under the authority of Laws No. 19,913 and No. 19,995. These laws empower the UAF and SCJ to establish AML compliance requirements and oversee the country’s licensed casino sector.
