East Timor Revokes Online Gambling Licenses Over Security Risks

The government of East Timor has revoked all online gambling and betting licenses, citing concerns over national security, social stability, and economic integrity.

Minister for Cabinet Affairs Agio Pereira announced that the resolution was approved during Wednesday’s cabinet meeting. The decision not only cancels existing licenses but also suspends any ongoing applications, effectively prohibiting future ventures in the sector.

East Timor’s foray into online gambling had only just begun. In April, Golden River Universe (GRU) became the first operator to receive a license under the oversight of the newly established Inspectorate General of Gaming (IGJ). The concession followed more than eight months of regulatory work.

However, recent reports from the United Nations Office on Drugs and Crime (UNODC) warned of rising criminal activity in Oecussi, a Timorese enclave within Indonesian territory. The UNODC noted that organized crime groups have exploited vulnerabilities in the Oecusse-Ambeno free trade zone, using the region as a base for illicit gambling and fraud. Authorities recently arrested 10 suspects linked to illegal gambling and computer crime.

The report also pointed to troubling connections between government officials and alleged criminal enterprises, including a local hotel tied to illicit operations and links to the 14K Triad led by ex-Macau gangster Wan Kuok-koi, also known as “Broken Tooth.”

These findings raised alarms as East Timor prepares to join the Association of Southeast Asian Nations (ASEAN) in October. The government said its decision aims to safeguard the country’s reputation and prevent infiltration by transnational criminal networks.

President José Ramos-Horta had previously voiced opposition to land-based casinos but signaled openness to online licenses targeting foreign markets. The cabinet’s move now halts the country’s fledgling online gaming industry before it could take shape.
