GLI Becomes First PAGCOR-Accredited iGaming Testing Lab

Gaming Laboratories International (GLI) has been officially accredited by Philippine Amusement and Gaming Corporation (PAGCOR) as the first Independent Testing Laboratory (ITL) for iGaming in the Philippines. This milestone marks a significant step in strengthening regulatory oversight and compliance standards within the country’s growing online gaming sector.

First ITL Accreditation Under New Framework

In its announcement, GLI confirmed it has been authorized to test and certify iGaming platforms operating in the Philippines. The accreditation aligns with PAGCOR’s broader regulatory push to enhance compliance and ensure operators meet strict technical and operational requirements.

GLI noted that its presence, along with its globally recognized GLI-19 Standards for Interactive Gaming Systems, will support suppliers seeking to enter the Philippine market. This will help ensure that they do so in a compliant and efficient manner.

PAGCOR Tightens B2B Compliance Requirements

The development comes as PAGCOR intensifies enforcement of its compliance verification framework for B2B iGaming suppliers. This is ahead of the March 31 deadline.

Under the new rules, companies providing gaming content, platforms, or operational services to licensed operators must obtain accreditation. The process typically includes corporate filings, probity checks, technical system evaluations, and possible on-site inspections before final approval.

PAGCOR Chairman and CEO Alejandro H. Tengco emphasized that the updated requirements are designed to ensure high standards of player protection and operational integrity. He also welcomed GLI as the first accredited testing and certification provider under the new system.

Strengthening Regulatory Standards

GLI President and CEO James R. Maida expressed appreciation for PAGCOR’s trust. He stated that the company looks forward to working closely with the regulator to support its policy objectives. Furthermore, they aim to maintain rigorous compliance standards.

GLI’s accreditation is expected to play a key role in helping operators and suppliers align with evolving regulatory expectations. At the same time, it will reinforce confidence in the Philippine iGaming ecosystem.

Global Expertise Supports Local Market

With laboratory operations spanning six continents, GLI brings extensive global experience in testing and certification. Since its founding in 1989, the company has certified nearly 2 million items. It has tested equipment across more than 710 jurisdictions. Also, it has approved over 5.3 million gaming components.

This international expertise positions GLI to support the Philippines. This will be important as the country continues to strengthen its regulatory framework and expand its presence in the global iGaming market.
