Google Ads Opens Regulated Gambling Advertising Framework in UAE

Google Ads has updated its advertising policies to allow iGaming and gambling-related promotions in the United Arab Emirates. This marks a significant step in the country’s evolving digital gaming regulation landscape. The new framework provides a structured pathway for licensed operators to reach users through Google’s advertising ecosystem. At the same time, it maintains strict regulatory controls.

Dual Approval System Restricts Market Access

Under the updated policy, gambling advertisers must comply with a dual approval mechanism before running campaigns. First, operators are required to obtain a valid licence from the General Commercial Gaming Regulatory Authority (GCGRA). Only after securing local approval can they apply for Google’s internal certification process.

Both approvals are mandatory. Operators that fail to meet either requirement are automatically excluded from the advertising network. This ensures that only fully licensed and compliant entities are able to access Google’s user acquisition channels. As a result, offshore or unlicensed operators are effectively blocked.

Eligible Gambling Verticals and Creative Requirements

The revised framework allows approved operators to advertise online gambling services, including games of chance, lottery products, and sports betting platforms. This is allowed provided they comply with local UAE laws.

Google also maintains its global advertising standards, requiring all gambling-related ads to include responsible gaming messaging. In addition, a policy update introduced on March 23, 2026, strengthens certification requirements. The update mandates a proven compliance history for all eligible advertisers.

Strict Regulatory Environment Limits Current Operators

The GCGRA continues to enforce a highly restrictive regulatory model for the UAE gaming sector. The authority has made clear that unlicensed gambling activities, including offshore platforms, remain illegal under federal law. These rules apply to both operators and users engaging with unauthorized services.

At present, only a limited number of entities are officially approved. The GCGRA currently recognises The Game LLC as a licensed lottery provider. Meanwhile, Coin Technology Projects LLC is authorised to operate in both iGaming and sports betting segments.

Controlled Expansion of the UAE Gambling Market

Despite the introduction of an advertising framework, industry observers note that market access remains tightly controlled. The new Google Ads policy mirrors the GCGRA’s licensing structure. This means visibility is restricted to a small pool of approved operators.

Future entrants will need to secure full regulatory approval before accessing advertising opportunities. Until the list of licensed operators expands, the UAE gambling advertising ecosystem will remain highly limited. In effect, it functions more as a controlled compliance channel than a broad commercial market opening.
