The Philippine government has approved a unified set of interagency standard operating procedures (SOPs) to fully enforce its ban on Philippine Offshore Gaming Operators (POGOs). Officials describe this as the definitive closure of the sector. The coordinated framework consolidates enforcement responsibilities across multiple agencies. In addition, it strengthens implementation of the Anti-POGO Act of 2025 alongside earlier executive directives.
Consolidated Rules Cover Full Enforcement Chain
According to official statements and reporting by the Philippine News Agency, the SOPs integrate two major POGO ban orders and 15 additional laws and departmental issuances into a single omnibus action plan. The framework standardises procedures across intelligence gathering, enforcement operations, evidence handling, prosecution processes, and asset preservation. Thus, it ensures a consistent nationwide approach to implementation.
Government Pushes for Zero Revival of Offshore Gaming
Finance Secretary Ralph Recto witnessed the signing and emphasized that authorities will prevent any resurgence of offshore gaming activities in the country. The coordinated mechanism closes enforcement gaps, and unified inter-agency action addresses both legal and illegal attempts to revive the sector.
From Regulated Industry to Full Prohibition
POGOs first entered the market in 2016 as a regulated industry serving offshore gambling markets. However, the sector later faced mounting scrutiny amid allegations linking some operators to criminal activity. These issues triggered a policy reversal. Ferdinand Marcos Jr formally ordered a nationwide ban in November 2024, citing national security and public order risks. Enforcement began in December 2024, and lawmakers later institutionalised the prohibition through the Anti-POGO Act of 2025, which makes all offshore gaming operations illegal.
Enforcement Focus Shifts to Illegal Activity and Victim Support
Authorities confirmed that licensed operators had already ceased operations before the rollout of the SOPs. With the legal framework now fully in place, enforcement teams now focus on dismantling remaining illegal networks and preventing any re-emergence of offshore gaming activity. The government also highlighted inter-agency cooperation in handling affected individuals, including victim assistance and case management as part of the broader enforcement strategy.
