PAGCOR Launches 24/7 Problem Gambling Helpline

The Philippine Amusement and Gaming Corporation (PAGCOR) has launched a nationwide 24/7 problem gambling helpline. This introduces round-the-clock support services for individuals experiencing gambling-related harm and their families.

The National Problem Gambling Helpline officially launched on May 26, 2026, at PAGCOR’s corporate office in Pasay City. It is part of the regulator’s broader responsible gaming and player protection initiatives.

24/7 Support Service Introduced

The helpline, accessible through 02-8248-9568, provides callers with direct access to trained counselors. These counselors offer confidential support, guidance, and counseling services.

PAGCOR developed the program in partnership with Seagulls Flock Organization Inc. (SFO), a group specializing in mental health care, addiction treatment, counseling, and behavioral wellness programs.

The service is designed to provide immediate assistance while also connecting individuals with longer-term support and rehabilitation resources when necessary.

Focus on Responsible Gaming

In remarks delivered during the launch event, Alejandro H. Tengco said the initiative reflects PAGCOR’s commitment to ensuring that the gaming industry remains responsible. Furthermore, he said it should remain accountable and supportive of player welfare.

He acknowledged that while gambling serves as entertainment for many people, it can also lead to serious financial, emotional, and social consequences for vulnerable individuals.

Tengco emphasized that addressing gambling-related harm requires not only regulatory measures but also compassion and accessible support systems.

Counseling and Referral Services Available

The helpline will provide psychological support, triage services, counseling guidance, and referrals through a team of trained para-counselors and mental health professionals.

According to PAGCOR, the service follows established referral protocols for crisis situations. It also aims to support individuals throughout both immediate and long-term recovery processes.

Teresita Castillo described the initiative as the first dedicated 24-hour gambling-related support hotline in the Philippines.

She said the partnership combines regulatory oversight with evidence-based intervention methods, including counseling and referrals to treatment and rehabilitation centers.

Specialized Training for Counselors

Before the official launch, PAGCOR and SFO conducted a graduation ceremony for the helpline’s para-counselors.

The counselors completed specialized training covering motivational interviewing, cognitive behavioral therapy, clinical response techniques, technical call handling, and managing high-stress interactions with distressed callers.

The helpline currently operates with 12 para-counselors working across three daily shifts to maintain continuous coverage.

The launch represents another step in PAGCOR’s expanding responsible gaming framework. Moreover, the regulator continues to strengthen consumer protection measures alongside the growth of the Philippine gaming industry.
