Peru continues to strengthen its regulated online gambling market. Authorities highlight progress in licensing, enforcement, and technological oversight. Moreover, they outline further measures to improve market supervision.
Yuri Guerra, General Director of Casino Games and Slot Machines at Peru’s Ministry of Foreign Trade and Tourism (MINCETUR), said the country’s regulatory framework has evolved into one of the most established in Latin America. This evolution is supported by a growing number of licensed operators and enhanced compliance standards.
Regulated Market Continues to Expand
According to MINCETUR, Peru has issued 47 licences for remote sports betting operators and 45 for remote gaming operators.
The regulated ecosystem also includes 349 registered service providers covering technology platforms, payment services, identity verification, and odds compilation. In addition, it includes eight accredited testing laboratories.
The regulator noted that its licensing framework includes platform certification, audits, traceability requirements, and responsible gambling measures. As a result, MINCETUR was recognised as Regulator of the Year by the International Masters of Gaming Law in 2025.
Enforcement Targets Illegal Gambling
MINCETUR said enforcement remains a key priority alongside market regulation.
The regulator reported a 40% reduction in illegal online gambling offerings through a combination of licensing requirements, technological monitoring, and enforcement actions. During 2025 and 2026, authorities closed multiple unlicensed casinos and sports betting venues. Furthermore, they closed remote betting operations while removing hundreds of illegal gaming machines.
The government has also worked with other agencies to block websites, mobile applications, IP addresses, and URLs linked to unauthorised gambling operators.
Focus on Technology and Market Oversight
Looking ahead, MINCETUR plans to strengthen real-time monitoring of licensed operators. Also, it will improve data-sharing systems and continue refining the regulatory framework as the market develops.
The regulator also acknowledged ongoing challenges posed by offshore gambling platforms, virtual private networks (VPNs), and alternative payment methods. Officials said addressing these risks will require continued cooperation between regulators, government agencies, and licensed operators.
Peru’s regulatory roadmap for the remainder of 2026 focuses on expanding technological oversight. Moreover, it will intensify enforcement against illegal gambling, enhance compliance measures, and maintain the country’s position as one of Latin America’s leading regulated online gaming markets.
