Gaming Expansion Opens Door for Labor Cooperation

The Philippines is positioning itself to support Timor-Leste’s emerging gaming industry through a potential labor migration agreement. This aligns workforce supply with the country’s economic diversification strategy. Timor-Leste formally entered the offshore gaming sector in April 2025, when it awarded its first offshore gaming license to Golden River Universe Lda (GRU). This event marked a significant policy shift for the newly admitted ASEAN member.

GRU operates as a subsidiary of Grand Dragon Lotaria (GDLotto). The company has committed to relocating research and development, as well as customer support teams, from established gaming hubs such as Cambodia and the Philippines to Timor-Leste. This move places the Philippines in a strong position to supply experienced gaming professionals. As a result, Timor-Leste can build its regulatory and operational foundations more effectively.

Dili Hub Becomes a Regional Gaming Base

At the center of this transition is GRU’s newly established five-story headquarters in Dili. The facility functions as a central hub for offshore gaming service providers. It consolidates technical operations, compliance teams, and customer service functions under one roof.

For Timor-Leste, the hub accelerates capacity building in an industry it hopes will reduce reliance on oil revenues. For the Philippines, it creates immediate opportunities for skilled workers to take on overseas assignments, either temporarily or long-term. This consolidation model also simplifies onboarding for new partners. It allows game developers, platform providers, and support teams to operate within a controlled environment from the outset.

Philippine Expertise Fills Early-Stage Gaps

The Philippine gaming workforce brings practical experience from both online and land-based operations. This expertise developed under one of Asia’s most mature gaming ecosystems. Professionals skilled in platform operations, compliance, live betting, customer support, and casino floor management can help Timor-Leste scale efficiently during its early stages.

Rather than replacing local labor, Philippine workers are expected to play a transitional role. They will train Timorese staff and transfer operational knowledge. This rotational approach supports long-term self-sufficiency while allowing Timor-Leste to launch operations without delays caused by skills shortages.
