
Scientific Games and Brightstar Form New Lottery Venture
Scientific Games and Brightstar Global Solutions, a wholly-owned subsidiary of Brightstar Lottery, have partnered to launch SP Loterias SPE S.A. (SPL), a new lottery enterprise in São Paulo State, Brazil. The joint venture will offer draw-based, instant, eInstant, and passive lottery games through retail and digital channels. Proceeds will support healthcare investments across the region.
15-Year Concession Agreement Secures Exclusive State License
The partnership comes under a 15-year concession agreement with the Government of São Paulo. It grants SPL an exclusive license to operate the state lottery and provide omnichannel technology. The deal allows both companies to combine expertise and deliver secure, high-performance lottery products to residents.
Brightstar Expands Operations in Brazil
Marco Tasso, Brightstar COO of Italy and International Lottery Operations, said:
“Brightstar is very pleased to expand our operations in Brazil and partner with Scientific Games through SPL to introduce new, exciting lottery options for São Paulo’s 44 million residents.”
Tasso added that Brightstar’s 40-plus years of experience in operating global lotteries will support the launch of best-in-class technology, engaging games, and comprehensive iLottery solutions. These include eInstant titles.

Expanding Lottery Offerings
Through SPL, Scientific Games and Brightstar will provide players with a diverse portfolio of games. These include draw-based, instant, eInstant, and passive lottery titles. They are accessible through both traditional retail outlets and digital platforms.
This initiative follows Scientific Games’ recent partnership with Universal Products & Experiences on December 4. It introduced Fast & Furious-themed lottery products to players in the US and Canada, demonstrating the company’s continued global expansion and innovation in lottery gaming.
