Establishing the Nation’s First Gaming Framework
Thailand is advancing a draft Promotion of the Game Industry Act, which aims to create the country’s first centralized regulatory framework for video games. The new legislation focuses on tackling “hidden gambling” elements — such as randomized rewards and prize draws. These elements have raised growing concern, according to The Nation.
Assist Prof Nuttapon Nimmanphatcharin, President and CEO of the Digital Economy Promotion Agency (Depa), confirmed that the draft law has already secured approval from the Comptroller General’s Department. It also received funding from the National Broadcasting and Telecommunications Commission (NBTC). The bill will soon be submitted to the Cabinet for review.
Empowering Regulators and Promoting Transparency
Once enacted, the new law will authorize the Cyber Crime Investigation Bureau to suspend unregistered games. It will also audit operators to ensure compliance with transparency and safety standards.
The framework, which has been in development for over a year, will establish three key committees responsible for registration, regulation, and industry promotion. Nuttapon emphasized that the goal is not to limit competition. Rather, it is to regulate the market fairly and sustainably, while helping Thai game developers compete globally.
Regional Significance and Industry Impact
If approved, Thailand would become the first ASEAN nation to enact dedicated game industry legislation. It would be only the fourth country in Asia, following China, Japan, and South Korea.
The timing aligns with Thailand’s growing influence in the regional gaming scene. Bangkok will host Gamescom Asia 2025 later this month. This marks the first time the event is held outside Singapore. The government aims to leverage this moment to showcase Thailand’s creative industry growth and strengthen its reputation as a digital entertainment hub.
Balancing Growth and Social Responsibility
Thailand’s move toward regulating the gaming sector contrasts with its cautious stance on gambling. Just last month, the Senate rejected a bill to establish integrated entertainment complexes with casinos. They cited risks to social stability, economic security, and national safety.
Through this new legislation, Thailand is signaling its intention to foster innovation while keeping gambling-related risks in check. They are positioning themselves as a model for responsible gaming governance in Southeast Asia.
