The Philippine government is evaluating the possibility of banning the messaging platform Telegram. This comes amid rising concerns about illegal gambling, cybercrime, and online exploitation activities taking place on the app.
The potential restriction comes as authorities report that some illegal operators have migrated to encrypted messaging platforms. This has occurred as a way to avoid regulatory oversight.
Government Investigates Telegram Activity
According to local media reports from the Manila Bulletin, the Department of Information and Communications Technology is currently studying regulatory options. These options are related to Telegram’s operations in the country.
DICT Secretary Henry Aguda stated that authorities have identified Telegram as a platform increasingly used by illegal gambling groups. These groups are attempting to evade enforcement efforts.
In addition to unlicensed gambling activity, Aguda cited concerns over the spread of pornographic material, online sexual abuse, and the exploitation of minors. He described these issues as “non-negotiable.” Moreover, he emphasized that the government is prepared to block platforms that fail to address such violations.
Enforcement Challenges With Overseas Platforms
One of the key obstacles highlighted by regulators is Telegram’s overseas base of operations. Authorities noted that coordinating enforcement with the platform has proven difficult. This has complicated efforts to address illegal activity hosted on the service.
“If we see that the situation remains widespread and unchanged, we are studying the option of banning it,” Aguda said. He also warned that the government may move forward with blocking the platform if compliance issues persist.
Wider Crackdown on Illegal Gambling Networks
The DICT is also working with law enforcement agencies, including the Philippine National Police and the National Bureau of Investigation. This is part of a broader campaign targeting illegal online gambling networks and cybercrime operations.
At the same time, the agency has engaged with Meta regarding similar concerns across its social media platforms. These concerns are particularly relating to online sexual exploitation and harmful digital content.
Ban Still Under Review
No final decision has been announced. However, officials confirmed that a Telegram ban remains a possible outcome if the platform fails to cooperate with government efforts to combat illegal activities.
The development highlights the growing regulatory pressure on digital platforms as governments attempt to control illegal gambling distribution channels. In addition, they strive to strengthen online safety enforcement.
