Brazil’s Secretariat of Prizes and Betting (SPA) has launched a 45-day public consultation. This consultation aims to review and improve the country’s betting regulatory framework.
The consultation runs from July 27 to September 9. It seeks feedback from industry stakeholders on proposed changes to the authorization process for fixed-odds betting operators.
Focus on Licensing Framework
The review aims to refine Brazil’s betting licensing system by incorporating lessons learned from the first authorization cycle.
The SPA launched the consultation as part of its ongoing regulatory agenda to improve legal certainty, streamline licensing procedures, and strengthen oversight of the regulated betting market.
In addition to operator licensing, the regulator is also reviewing rules covering service providers such as gaming platforms and identity verification providers. Furthermore, payment services, geolocation solutions, and sports data suppliers are included.
Stakeholders Invited to Participate
Industry participants, businesses, and individuals can submit feedback through the federal Participa + Brasil platform during the consultation period.
After the consultation closes, the SPA will review all submissions before finalising updates to the regulatory framework. Authorities said stakeholder input will help shape future betting regulations as the market continues to evolve.
Transparency Remains a Priority
The consultation follows broader efforts by Brazil’s Ministry of Finance to increase transparency around betting regulation.
The government has committed to publishing licensing-related documents and improving public access to regulatory information while protecting sensitive personal data.
