Brazil Congress Extends Deadline for Betting Ban Amendments

Brazil’s National Congress has extended the deadline for lawmakers to submit amendments to Provisional Measure No. 1.394/2026, which prohibits the operation, offering, intermediation and advertising of fixed-odds betting in the country.

Lawmakers can now submit amendments until 11:59 p.m. on October 13. Congress currently lists 42 amendments associated with the measure. The extension followed an October 1 decision by the Presidency of the Board of Congress, which moved the deadline to six days after the general elections.

Amendments Target Scope and Controls

The proposals cover a wide range of issues, including changes to the scope of the prohibition, responsible gambling measures and the allocation of gambling-related fines and revenue.

Some lawmakers have proposed limiting the prohibition to specific online games, while others want to direct revenue, fines and penalties toward public health programmes addressing gambling-related harm.

Other proposals address restitution for bettors, a centralised responsible gaming information module, oversight mechanisms and responsibilities for financial institutions handling asset freezes.

Measure Ends Existing Authorisations

MP 1.394 prohibits fixed-odds betting on both sporting events and virtual online games. It also establishes a transition framework for ending existing authorised operations and requires operators to return eligible balances and prizes to bettors.

The measure took effect when the government published it on September 25, although Congress must still deliberate on whether to maintain, amend or reject it.

Congress Has Until November 23

Congress has until November 23 to deliberate on the provisional measure. The measure will enter an expedited procedure on November 9, when it begins to block the legislative agenda under the congressional timetable.

A joint committee responsible for reviewing the measure was appointed on September 30.

The extended amendment period gives lawmakers additional time to propose changes before the committee and both chambers consider the future of Brazil’s betting framework. The final outcome could determine whether the current prohibition remains in place or undergoes significant changes during the legislative process.
