Brazil’s Ministry of Finance will publish more than 25,000 documents related to completed fixed-odds betting licensing processes. This will significantly expand public access to regulatory information and increase transparency across the country’s newly regulated betting sector.
Finance Minister Dario Durigan announced the initiative alongside Daniele Cardoso, head of the Secretariat of Prizes and Betting (SPA), which oversees Brazil’s betting industry.
The move marks one of the largest transparency initiatives since Brazil launched its regulated online betting market and aims to provide greater visibility into licensing decisions and regulatory procedures.
Government Signals End to Betting Secrecy
Durigan described the initiative as part of a broader commitment by the federal government to improve public access to information.
“My commitment, like President Lula’s commitment, is to provide transparency,” he said. “This government is not a government of secrecy, it is not a government that intends to hoard information and withhold information from people.”
According to the ministry, it will make all concluded licensing cases involving regulated betting operators publicly available, allowing stakeholders, researchers, industry participants, and citizens to review how regulators reached their decisions.
The disclosure represents a shift away from previous restrictions that kept many betting-related regulatory records inaccessible to the public.
Data Protection Measures to Remain in Place
Before publication, officials will review all documents and remove personal information and any content protected under confidentiality or data protection laws.
They will redact sensitive details to comply with privacy requirements while preserving transparency regarding regulatory analyses, licensing evaluations, and public decision-making processes.
Officials said the objective is to balance public accountability with the protection of confidential and personal information.
Joint Task Force to Accelerate Release
To facilitate the publication process, the Ministry of Finance will work alongside the Comptroller General of the Union (CGU). This will be managed through a dedicated task force.
The joint initiative will accelerate document reviews and prepare files for public release.
Once approved, the materials will be made available through the Ministry of Finance’s official website. Thus, this will create one of the most comprehensive public repositories of betting licensing information in Latin America.
Regulatory Monitoring Intensifies During World Cup
Alongside the transparency initiative, the Secretariat of Prizes and Betting confirmed that enforcement and compliance efforts are being strengthened during the FIFA World Cup period.
Cardoso said authorities have already conducted coordination meetings with public prosecutors, consumer protection agencies, and regional Procon offices. These meetings aim to reinforce oversight across the betting sector.
Particular attention will be given to compliance with advertising and responsible gaming requirements established under Law No. 14.790/2023.
Focus on Advertising and Responsible Gaming
Regulators will closely monitor marketing campaigns and commercial communications during the tournament, a period that traditionally generates increased betting activity and exposes consumers to more gambling advertising.
Cardoso emphasized that regulators have already reminded licensed operators of their obligations under Brazil’s responsible gaming framework.
“We are reinforcing monitoring and oversight actions during the competition period,” she said. “We have already instructed regulated agents on the need for strict adherence to the responsible gaming rules stipulated in the legislation, and we will intensify the monitoring of campaigns.”
The measures form part of Brazil’s broader effort to establish a regulated betting market. This market prioritizes consumer protection, transparency, and compliance.
Responsible Gaming Seminar Scheduled
As part of these initiatives, Brazil will host its first Responsible Gaming Seminar on June 16.
The event will bring together regulators, industry stakeholders, and consumer protection representatives to discuss best practices, responsible gambling policies, and the continued development of Brazil’s regulated betting framework.
