Lula noted that his opposition to gambling has evolved from moral and religious grounds to concerns about scale, accessibility, and technological exposure. This is particularly true given the visibility of betting advertising during sports broadcasts.
Tax Hikes and Financial Controls in the Pipeline
Brazil’s parliament has approved a bill to gradually raise the income tax for online betting operators from 12% to 15% by 2028. Lawmakers intend to use the revenue to fund healthcare and social security, while also increasing the sector’s overall tax burden. Analysts estimate that combined levies could consume nearly 40% of operator revenue, raising questions about the market’s long-term sustainability.
The government is also targeting social welfare restrictions. Regulations seek to prevent recipients of programs like Bolsa Familia from placing online bets, although legal challenges have limited enforcement. Data shows that billions of reais continue to flow from welfare beneficiaries to betting platforms, intensifying political scrutiny.
