
Chile is moving closer to regulating its online gambling industry. The Senate Finance Commission has approved the bill’s general framework, sending it to a full Senate debate. After that, it will return to the commission for detailed review and possible changes.
Clear Rules for a Growing Sector
The bill aims to create Chile’s first full regulatory framework for online gambling. It would align the sector with existing licensed gaming activities, such as land-based casinos and horseracing. Key measures include stricter protection for minors, stronger compliance checks, and tools to shut down unlicensed operators once the licensing system is in place.
Taxation and Financial Impact
Finance undersecretary Heidi Berner stated that all online gambling services—whether local or foreign—will face Chile’s standard 19% value-added tax. She estimated the total tax burden for operators will stay below 28%.
Broad Consultation with Stakeholders
Lawmakers have sought input from across the industry. They have spoken with licensed operators, national lotteries, casino owners, horseracing representatives, and child welfare groups to shape the legislation.
