Curaçao Extends Gambling Licences to December 2025

The Curaçao Gaming Authority (CGA) has announced a six-month extension for provisional gambling licences, granting select operators more time to comply with new regulatory requirements. These licences, initially set to expire on 24 June 2025, will now remain valid until 24 December 2025.

Green Seal B2C and B2B Licences Included

The extension covers both Green Seal B2C operators and B2B licence holders under the National Ordinance for Games of Chance (LOK). The CGA will distribute the extended licences on or before 27 June. The goal is to provide sufficient time for applicants to meet new compliance standards as the country transitions into a stricter regulatory framework.

According to the CGA, operators must show clear progress or full compliance with their assigned checklists to qualify for a full licence by the end of the extension period. “An extension of up to a maximum of six months, or the issuance of a full licence, will depend on the level of progress demonstrated,” the CGA stated.

Tighter Rules Under New Curaçao Framework

The new LOK framework introduces stricter anti-money laundering (AML) measures, enhanced compliance protocols, and mandatory dispute resolution portals for licensed operators. These changes are aimed at boosting the island’s international reputation as a regulated and responsible gambling hub.

Operators that received licences on or after 25 December 2024 are expected to comply—or show significant progress—within their first six months. The CGA emphasized that non-compliant operators will not qualify for full licences.

Delays and Controversy During Rollout

Curaçao’s regulatory overhaul has encountered several hurdles. Initially introduced in September 2023, the LOK framework struggled with an overwhelming number of applications in its early stages. Many applicants failed to submit proper documentation, causing delays.

Adding to the complexity, local politician Luigi Faneyte of the Real Alternative Party accused the CGA of issuing licences without legal basis, allegedly leading to financial misconduct. He submitted these claims to the attorney general in November 2024.

However, the CGA has strongly denied the allegations, maintaining that its new licensing process is transparent and comprehensive.
