The Dutch gambling regulator Kansspelautoriteit (Ksa) has formally addressed One Casino and bet365. This follows the finding that both operators offered prohibited sports betting markets involving football teams with under-21 players during 2025.
Under Dutch law, operators may not offer betting on competitions involving participants under the age of 21. The Ksa cited integrity risks, noting that younger players face greater vulnerability to outside pressure. As a result, regulators view such events as more exposed to potential match-fixing.
Registration Errors Cited by Both Operators
According to the regulator, the issues were identified through supervisory reviews, after which discussions were held with each operator.
One Casino told the Ksa that a system registration error led to an under-21 match being incorrectly classified as an “international friendly.” The operator said it cancelled the affected bets and compensated customers. Furthermore, it implemented additional safeguards to prevent similar errors in the future.
bet365 also attributed the case to a registration error, describing the market as a one-off that staff mistakenly made available on an under-21 match. The company said it corrected the issue, conducted an internal review, and added further automated controls to strengthen oversight.
Ksa: Responsibility Rests With the Operator
The Ksa used the cases to reinforce a firm message: operators are responsible for ensuring their systems and controls remain fully compliant at all times. The regulator stressed that accountability for a compliant betting offering always remains with the licensee. This holds true regardless of whether an error is technical or human.
In December 2025, the Ksa also published an updated sports-betting integrity guide, Inzet op integriteit. This guide is aimed at reducing manipulation risks and strengthening how operators protect sporting integrity.
bet365 Also Facing Separate Duty-of-Care Case
The under-21 betting issue comes as bet365 continues to deal with a separate regulatory dispute in the Netherlands. The Ksa issued a binding instruction to bet365’s Dutch operator, Hillside New Media Malta Plc, in November 2025. This was over concerns related to affordability monitoring and duty-of-care requirements.
That case focuses on deposit thresholds and player protection checks. bet365 has said it is contesting the instruction and expects the allegations to be found unsubstantiated.
