Malaysia Introduces Advertiser Verification Rules

Malaysia has implemented mandatory identity verification requirements for social media advertisers. This is part of a broader effort to combat illegal online gambling, financial scams, and deceptive online promotions.

The new measures took effect this week under the country’s Online Safety Act 2025. They are designed to improve accountability across digital advertising platforms.

Advertisers Must Verify Their Identity

Under the new framework, individuals and businesses purchasing sponsored advertisements on major social media platforms must verify their identities before their content can be published.

The requirement applies to licensed social media platforms with more than eight million users in Malaysia. It also forms part of the government’s Risk Mitigation Code (RMC).

Authorities believe the measure will help close a longstanding enforcement gap that has allowed anonymous advertisers to promote illegal gambling websites and investment scams. In addition, it will address other fraudulent schemes without easily being traced.

Targeting Gambling and Scam Networks

Deputy Communications Minister Teo Nie Ching said criminal groups frequently exploit fake accounts, misleading content, and unauthorized images of celebrities and public figures. They use these tactics to attract victims online.

By requiring advertisers to provide verifiable information, regulators and platform operators will have greater ability to identify those responsible for illegal promotions. Furthermore, this will help them take enforcement action when necessary.

The move comes as Malaysia continues to face growing challenges related to gambling-related advertising and online fraud. While limited licensed gambling activities exist, most forms of online gambling remain illegal under Malaysian law.

Regulators Increase Digital Enforcement

The Malaysian Communications and Multimedia Commission (MCMC) has significantly expanded enforcement efforts against harmful online content in recent years.

Authorities report that a large share of content removed from digital platforms since the beginning of the year has been linked to online scams and illegal gambling promotions.

The growing volume of such content has intensified pressure on regulators to strengthen oversight of online advertising ecosystems. It has also increased the need to improve their ability to identify offenders.

Greater Accountability for Platforms

The new verification requirements form part of a wider government strategy to increase accountability among social media companies operating in Malaysia.

Officials argue that digital advertising systems have become a key channel for criminal groups to reach consumers. As a result, stronger safeguards are needed to prevent misuse.

Through the Online Safety Act 2025, Malaysia aims to strengthen user protection and improve enforcement capabilities. This approach will also ensure that online platforms play a more active role in preventing illegal activities.
