The Malta Gaming Authority (MGA), together with the Malta Digital Innovation Authority (MDIA), has launched an AI Gaming Charter to guide the responsible use of artificial intelligence across Malta’s gaming sector.
The voluntary framework provides principles for licensees using AI in areas including player protection, fraud prevention, customer engagement and compliance.
Charter Aligns With EU AI Rules
The AI Gaming Charter uses a principles-based approach rather than introducing new binding requirements for operators.
A key element is its alignment with the EU AI Act. The framework translates broader European AI requirements into guidance tailored to gambling operations, giving Malta-licensed businesses a reference point for implementing AI governance in day-to-day activities.
The approach is particularly relevant for operators serving multiple European markets, where AI systems may interact with existing requirements covering transparency, accountability, data protection and consumer protection.
MGA Develops Framework With Industry
The MGA developed the Charter through consultation with gaming industry stakeholders, including licensees and other sector participants.
Legal and technical experts also contributed to the process, alongside collaboration between the MGA and MDIA.
The final Charter now forms part of the MGA’s published regulatory guidance, adding AI-specific principles to the authority’s existing policy and thematic materials.
AI Adoption Expands Across Gaming
Gaming operators increasingly use AI-based systems for player protection, fraud detection, transaction monitoring, personalisation and compliance processes.
As these applications expand, regulators face questions around automated decision-making, transparency and the treatment of player data.
