The Mexican government is planning a major reform of the legal framework governing casinos. This includes online gambling platforms. President Claudia Sheinbaum confirmed that her administration is drafting updated legislation to close loopholes and enhance oversight. In Mexico, the reform also aims to address the rapid growth of digital betting. She highlighted that existing laws were written when online gambling was virtually nonexistent. This has left gaps that have been exploited.
Tackling the Surge in Digital Betting
At a recent press conference, Sheinbaum outlined the scope of the challenge. She noted that “today, a huge number of digital bets are being placed” and that “current laws need updating because this modality of betting did not exist when the legislation was created.” In Mexico, the rise of online gambling through social media and traditional advertising has prompted the government to introduce transparency measures. They aim to prevent the misuse of digital platforms.
Targeting Money Laundering Risks
A primary objective of the reform is to combat money laundering within the gambling sector. Sheinbaum emphasized that digital platforms in Mexico could become vehicles for illicit financial flows if left unchecked. The new legislation will focus on traceability, clearer operational standards, and compliance protocols for both physical and online casinos.
The reform is being developed with input from key federal institutions. These include the Financial Intelligence Unit (UIF), the Ministry of Finance and Public Credit, and the Ministry of the Interior (Segob). Their goal is to close legal gaps that currently allow irregular financial activity to pass through the digital gaming ecosystem. Sheinbaum stressed that the purpose is not to restrict entertainment but to ensure fair and transparent conditions across Mexico.
Interinstitutional Coordination and Strategic Enforcement
Although the reform is still in development, authorities have already begun enforcement measures. The UIF recently announced it would file criminal complaints with the Attorney General’s Office (FGR) against 13 casinos across eight states for suspected money laundering.
These investigations cover facilities in Jalisco, Nuevo León, Sinaloa, Sonora, Baja California, the State of Mexico, Chiapas, and Mexico City. Repetitive financial patterns aligned with international typologies of illicit activity were detected. These cases underscore the urgency of updating the regulatory framework in Mexico.
Enhancing Transparency While Protecting Entertainment
President Sheinbaum clarified that the goal of the reform is not to limit legal gambling. Instead, it aims to improve transparency, fiscal responsibility, and digital security. “The regulation does not look to limit entertainment,” she said, “but to guarantee transparency, traceability, and fiscal fairness.” By setting robust rules for online platforms and reinforcing oversight mechanisms, the reform aims to close the channels through which illicit funds currently circulate in Mexico.
