PAGCOR Reports 27% Revenue Decline in First Half of 2026

The Philippine Amusement and Gaming Corporation (PAGCOR) reported a 26.6% year-on-year decline in total revenue during the first half of 2026, with weaker electronic gaming performance contributing to the overall decrease.

According to financial results released on July 30, total revenue reached PHP43.32 billion, while gaming operations generated PHP38.92 billion, down 27.1% from the same period in 2025.

Electronic Gaming Revenue Falls Sharply

Revenue from eGames, eBingo, and bingo licensees declined 41.9% year-on-year to PHP18.60 billion from PHP32.00 billion in the first half of 2025.

Despite the decline, the electronic gaming segment remained PAGCOR’s largest source of gaming revenue, accounting for nearly 48% of total gaming income during the six-month period.

Revenue from licensed casinos also decreased by 3.9%, while income generated by casinos directly operated by PAGCOR fell 8.7%.

Net Income Impacted by Higher Mandatory Contributions

PAGCOR’s net operating income declined 35.1% to PHP31.75 billion, while net income dropped 85.3% to PHP1.58 billion.

The regulator attributed the sharper decline in net income partly to increased mandatory remittances following a Philippine Supreme Court ruling requiring PAGCOR to transfer 5% of its gross income to the Philippine Sports Commission.

During the first half of 2026, PAGCOR remitted PHP2.01 billion to the commission, an increase of 58.7% compared with the same period last year.

Economic Conditions Weigh on Performance

PAGCOR Chairman and Chief Executive Officer Alejandro H. Tengco said the weaker first-half performance reflected softer consumer spending linked to geopolitical tensions in the Middle East during the first quarter.

He added that market conditions improved during the second quarter, although uncertainty remained due to renewed increases in global fuel prices.

In total, PAGCOR’s mandatory contributions and other payments reached PHP30.16 billion during the reporting period, including PHP18.49 billion allocated to the national government and PHP7.36 billion for socio-civic programmes.
