UAE Gaming and Financial Regulators Sign MoU

The UAE’s General Commercial Gaming Regulatory Authority (GCGRA) has signed a Memorandum of Understanding (MoU) with the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM). This aims to strengthen regulatory cooperation as the country develops its commercial gaming sector.

The agreement establishes a framework for cooperation and supervision between the two authorities, although specific terms were not disclosed.

Regulators Strengthen Coordination

The MoU formally connects the UAE’s commercial gaming and financial services regulators. It comes at a time when the GCGRA continues to develop its licensing and supervisory framework.

The agreement is expected to support greater regulatory certainty, information sharing and coordinated oversight. This becomes important where financial services and commercial gaming activities intersect.

Potential areas of interaction include anti-money laundering, governance, payments and broader compliance requirements.

Financial Services and Gaming Converge

Commercial gaming businesses rely on banks, payment providers and other financial service companies to operate. Therefore, coordination between financial and gaming regulators becomes increasingly relevant as the sector expands.

Financial regulation specialist Marie Chowdhry of Pinsent Masons said the agreement recognises the overlap between the responsibilities of the FSRA and GCGRA. It also reflects the UAE’s focus on regulatory coordination and international standards.

For businesses operating across both sectors, this could mean considering requirements from multiple regulatory authorities. This happens where activities fall within their respective jurisdictions.

Practical Impact Yet to Emerge

The MoU does not introduce specific new requirements for operators or financial services companies. Instead, it provides a structure for the two regulators to cooperate while maintaining their individual responsibilities.

Pinsent Masons financial regulation specialist Jessa White said the practical impact of the agreement remains to be seen. Nonetheless, she noted that it demonstrates the UAE’s efforts to build a credible regulatory framework for commercial gaming and related industries.

As the UAE’s gaming market develops, closer coordination between financial and gaming authorities could become increasingly important. This includes areas such as payments, governance, AML compliance and regulatory oversight.
