Japanese Corporates Skeptical on MGM Osaka’s Economic Benefits

High Uncertainty Over Casino Impact

A recent survey by Sankei Shimbun found that 38% of Japan’s major corporations don’t know whether MGM Osaka will deliver economic benefits. The 1.5 trillion yen (US$9.66 billion) integrated resort, developed by MGM Resorts International, ORIX Corp, and domestic investors, remains a financial unknown for many. The poll was conducted between late November and mid-December 2025, receiving 109 corporate responses.

Urban Redevelopment Gains Confidence

Despite uncertainty over the casino itself, 59% of respondents expect positive outcomes from broader bay area redevelopment in Osaka. Corporates appear confident in urban transformation projects but are unsure how the resort’s gaming revenue will perform.

Revenue Model Raises Questions

MGM Osaka relies on casinos for roughly 80% of projected revenue. While hotels, MICE facilities, and entertainment venues contribute to the project, companies struggle to forecast demand for legal casino gaming in Japan. Questions remain about domestic adoption and international visitor volumes.

Broader Economic Sentiment Remains Positive

Over 60% of surveyed companies approve of Prime Minister Sanae Takaichi’s economic policies, praising national growth and security initiatives. The uncertainty is specific to MGM Osaka, not Japan’s economic direction overall.

Moving Forward

As MGM Osaka approaches its 2030 opening, developers will need to provide clarity on expected revenues and consumer behavior. Corporate buy-in may hinge on better insights into the casino’s financial performance and the broader tourism draw it could generate.
