As reported by the New Straits Times, these criminal groups pay foreigners for their personal details. These details are then used to register large numbers of SIM cards in Malaysia. These SIMs are critical tools for illegal operations, powering gambling websites, managing social media accounts, and distributing online promotional materials.

SIM Card Tactics Complicate Investigations

Authorities say the tactic complicates investigations. Because the cards are not registered under the perpetrators’ real names, it becomes difficult to track and trace the true operators. In Malaysia, once a card is blocked or compromised, syndicates simply switch to another card under a different name. This allows their operations to continue without interruption.

The syndicates often base themselves in high-security condominiums and equip each team member with multiple SIM cards. They frequently relocate and maintain a low physical profile to avoid detection in Malaysia. Increasingly, they are recruiting social media influencers with large followings to promote gambling platforms, expanding their reach across digital channels.

Challenges in Enforcement and the Need for Cooperation

Razarudin emphasized that the syndicates rely on the fully online nature of their operations — from advertising to transactions. This nature makes it challenging for enforcement bodies to intervene effectively. The lack of physical contact with victims or clients further shields them from traditional policing tactics, especially in Malaysia.

Efforts to shut down these operations face hurdles, especially when working with telecommunications companies to block or trace illegal activity across Malaysia. Authorities warn that enforcement alone may not be sufficient to combat the evolving threat.

The Royal Malaysia Police are calling for enhanced cooperation between law enforcement, telecom providers, and regulatory bodies. They urge a more comprehensive and united approach to addressing digital gambling crimes in Malaysia.
