The Philippine Amusement and Gaming Corporation (PAGCOR) has extended the deadline for business-to-business (B2B) service providers supporting licensed online Gaming System Administrators (GSAs). They must now apply for accreditation under its new licensing framework.
The application deadline has been moved from July 31 to September 30, 2026. This is according to a memorandum issued by PAGCOR’s Electronic Gaming Licensing Department.
New Accreditation Requirements
To obtain accreditation, B2B providers must complete several compliance requirements, including:
- Payment of a non-refundable application fee.
- Submission of documentary requirements and completion of a probity check.
- Passing an on-site facility inspection and technical testing of gaming systems and online platforms.
- Posting the required performance cash deposit.
PAGCOR warned that companies failing to complete the accreditation process by September 30 will have their electronic gaming systems, online gaming platforms, games, and gaming equipment decommissioned. This will start October 1, 2026.
Broad Range of Service Providers Covered
According to compliance guidance from Manila-based consultancy Arden Consult, only companies registered with the Philippine Securities and Exchange Commission are eligible to apply.
The accreditation requirement applies to multiple B2B service categories. These include game aggregators, game content providers, live casino studios, payment service providers, marketing agencies, customer support providers, know-your-customer (KYC) and membership system providers, as well as independent gaming testing laboratories.
Separate accreditation is required for each applicable content category.
Inspection Process
As part of the accreditation process, PAGCOR will conduct a live walkthrough of each applicant’s operations. This will include a guided inspection of facilities and gaming systems.
Arden Consult noted that applicants typically receive the results of the initial walkthrough approximately two weeks after the inspection.
The extended deadline provides additional time for B2B suppliers to complete the new accreditation requirements. Meanwhile, PAGCOR continues strengthening oversight of the Philippines’ regulated online gaming sector.
